It's just normally council members are looking to fund fancy projects where we get to cut ribbons and look good.

And in this instance, we put a bunch of our political capital into getting a hundred head count at your agency because we understood that you did not have the person power to do your jobs, and that that undermines our ability to get affordable housing projects built across each of our districts and across the city.

And so that's usually the job of a mayor.

That is typically the responsibility of city hall and OMB to look and analyze and assess what resources agency need to be able to to execute effectively.

But we've had to step up and fill those basic functions because of the failures of this administration.
