Council Member Sanchez engages in a Q&A with Emily Goldstein about Extremely Low Income (ELI) housing and HPD's Ella term sheet. They discuss discrepancies between HPD's claims and reported data on ELI housing starts.

  • Clarification sought on HPD's work in the ELI band
  • Discussion of the Ella term sheet and its target demographics
  • Emphasis on the need to focus on truly reaching the ELI level in housing investments
Pierina Sanchez

Emily, I have a clarifying question for you.
5:29:28
So earlier today when HPD was testifying they said that the biggest area or the term sheet that they do the most work on is the ELI.
5:29:39
Yeah the ELI band or the Ella term sheet.
5:29:42
So is that not true or not?
5:29:45
What's the discrepancy there?
Emily Goldstein
5:29:47
So I mean far be it for me to say that's not true and I don't have that term sheet in front of me, but Ella does not solely target the ELI band.
5:29:58
It's a VLI and ELI.
5:29:59
And so the numbers that I am drawing from are from the council's report on last year's start.
5:30:11
So I think it would be worth a conversation with HPD about was there something particular for last year, but also understanding they're using the best deep affordability term sheet they have.
5:30:22
But if that term sheet is still not really getting at the ELI level there's a population being missed.
Pierina Sanchez
5:30:27
Yeah, I think that's exactly right.
5:30:29
I was thinking completing Ella term sheet with the ELI in command.
5:30:33
So, you.
5:30:36
No thank you it's something that yeah we have to continue to push them on and we've got all this capital through through City for All, so let's let's try to make those investments come through.
