  • Martinez describes a complete lack of community engagement regarding security and fire guards
  • He explains how resident council feedback gets muffled through departmental compartmentalization
  • The process is described as 'obstructed right from the start'

When it comes to community engagement in that regard, there's zero.

That report then gets muffled by department compartmentalization because one department has to speak to another department, has to speak to another, and it get lost in in in a jumble.
