Council Member Bottcher inquires about the implementation status of DOI recommendations to NYCHA, following charges against 70 NYCHA employees for bribery and extortion. Commissioner Strauber explains that while all recommendations related to the micro-purchase process have been implemented, she cannot provide a comprehensive status update on all past recommendations.

  • 94 recommendations have been issued to NYCHA since 2022
  • 85 of these recommendations have been accepted
  • 56 have been implemented

Bacha?

Thank you, chair.

Hi.
0:40:41
Last year, 70 NYCHA employees, current informer, were charged with bribery and extortion.
0:40:51
And earlier, you referred to policy recommendations that the Department of Investigation had issued to NYCHA earlier that they had not that they had not implemented and that you you said that you believe if they had implemented those recommendations, some of this fraud could have been avoided.
0:41:17
Are there current recommendations that are outstanding that you've issued to NYCHA on on any issue that they've yet to implement?
0:41:29
And if so, what are those recommendations that have yet to be implemented?
Jocelyn Strauber
0:41:34
Well, on the 14 recommendations relating to the micro purchase process, those have all been implemented, which is good news.
0:41:44
As to obviously the current recommendations that we've made have not yet been implemented but they have been accepted.
0:41:53
I have a lengthy chart here of all the recommendations that we've made and their status.
0:42:00
But I'm not actually I think this chart is really just of the current recommendations because there are only 12.
0:42:06
But even if I had them all here, I'm not in a position now to speak to you about every recommendation going back in time that we've made to NYCHA and the status.
0:42:15
It's certainly something we are engaged with all of the agencies that we oversee in an ongoing process of evaluating the outstanding recommendations, their implementation status, and pushing for those recommendations to be implemented as we should be.
0:42:30
But I'm not in a position to speak today about sort of the history of the recommendations we've made to NYCHA and their status.
0:42:35
I can certainly have a further conversation with you about that, but I can't I can't do it now.
