Council Member Chris Banks inquires about how the Office of Safety and Security (OSS) documents and escalates misconduct by security guards. Lauren Gray explains the process and measures taken to address guard misconduct.
- NYCHA documented multiple instances of performance failures by Allied (previous contractor)
- Liquidated damages were pursued and some invoices were left unpaid due to failures
- NYCHA has a hotline for residents to report guard issues
- When complaints are received, NYCHA investigates using camera footage when available
- Guards found to be in violation are barred from working on NYCHA campuses
- NYCHA acknowledges the need to better communicate these issues to residents and Tenant Association leadership

Well, how does OSS document and escalate misconduct by security guards such as mischiefs?
Lauren Gray
1:22:23
So mischiefs or being out of uniform or leaving a post early.
1:22:28
As I mentioned earlier, we have documented multiple memos, and this is towards Allied.
1:22:32
We documented multiple instances when they were a failure to perform, and we've gone after them for liquidated damages and unpaid some of the invoices.
Chris Banks
1:22:44
How is that how information gathered?
1:22:46
Is it are there situations or scenarios where a tenant association president or the TA member or resident has reached out and and and made a complaint?
1:23:00
And is there is you said there's a hotline
Lauren Gray
1:23:02
that exists.
1:23:03
Okay.
1:23:04
And, yes.
Chris Banks
1:23:04
And how many you give us an insight as to how many times that has happened?
1:23:10
Do you have those numbers?
Lauren Gray
1:23:11
I don't have those numbers with me, but we have had TA presidents complain to us about, safety and security issues either with the fire guards or the security guards.
1:23:20
We immediately, jumped into action in the office safety and security.
1:23:24
If there are cameras, we looked on the video to see if the if the guard actually showed up or not or stayed on their post.
1:23:29
We took snapshots.
1:23:31
We provided that information to Allied.
1:23:33
We also in informed Allied that that guard is no longer allowed to work on the NYCHA campus because of their failures to our residents.
1:23:40
Okay.
Chris Banks
1:23:41
But can you guys, we gotta maintain some decorum.
1:23:45
Right now, it's yeah.
1:23:47
Thank you.
1:23:50
The you said you have those documented?
Lauren Gray
1:23:53
Yes.
Chris Banks
1:23:54
Okay.
