Council Member Banks inquires about DOI's process for monitoring the implementation of their recommendations. Commissioner Strauber explains DOI's approach to follow-up and monitoring.
- DOI maintains regular communication with overseen agencies about recommendation status
- On-site monitoring is conducted selectively based on available resources and issue importance
- DOI relies on agency communications and representations to allocate resources
- For NYCHA, there's a strong open line of communication, especially regarding micro-purchase contract recommendations

Does DOI conduct ongoing monitoring when when it issues a report to see if the accepted recommendations are being implemented?
0:54:18
Think you answered that through boxes.
Jocelyn Strauber

So to so just to to be precise about this, we have regular communications with all of the agencies that we oversee about the status of our recommendations.
0:54:29
Monitoring really to me suggests we're we're on-site doing spot checks to ensure that the processes that we've been told have been implemented are actually implemented.
0:54:41
We do that sometimes depending on our available resources and the nature of the issue.
0:54:46
But it doesn't mean we are always able to sort of go back and essentially reinvestigate to see whether or not all the recommendations are implemented.
0:54:54
We do rely on our communications with the agencies and their representations about what they're doing to determine how to allocate our resources.
Chris Banks
0:55:04
So you're you're solely relying on a report or direct conversations with NYCHA?
Jocelyn Strauber
0:55:09
I mean, it depends.
0:55:10
I I wouldn't say solely in all cases.
0:55:13
But I also I wouldn't wanna suggest you that we have the resources Right.
0:55:17
To go around sort of to physically confirm implementation of everything that we recommend.
0:55:22
We don't.
Chris Banks
0:55:23
Well, have you in the past done it?
0:55:25
And and and since NYCHA has a pattern of these types of laps, has has has there been any special focus on the authority when it comes to
Jocelyn Strauber
0:55:41
I mean, look, I think I think with NYCHA in particular, we have a very strong open line of communication.
0:55:48
For example, the the 14 recommendations that came out of the micro purchase contracts, we've had regular communication with NYCHA about the implementation.
0:55:57
There are new policies and organizational structures in place.
0:56:01
So, you know, that's an example where I think we can feel very confident that those recommendations are being implemented.
0:56:07
Okay.
0:56:07
So I'll
Chris Banks

say that.
