Council Member Chris Banks inquires about NYCHA's implementation of Allied Universal's staffing accountability plan, which was mentioned in the DOI report. Lauren Gray from NYCHA explains the three components of the plan:
- Additional quality assurance officers from Allied to conduct checks
- Implementation of geofencing for real-time timekeeping
- Regular provision of timesheets if geofencing was unavailable
• NYCHA monitored the plan for several months but saw no significant improvement • As a result, NYCHA began the process of terminating Allied's contract

The DOR report mentions that NYCHA did not request proof of Allied Universal's implementation of the staffing accountability plan.

Can you share more about this plan and why it was never implemented?
Lauren Gray

So this the corrective action plan or staffing accountability plan is what I was talking about.
1:41:11
There were three components to that plan.
1:41:14
The first one being that Allied was supposed to send out additional quality assurance officers like NYCHA was doing on their front and provide us with documentation showing that they actually did quality assurance checks.
1:41:25
They were also supposed to implement the geofencing as part of upgrading the timekeeping, so NYCHA was to get that in real time.
1:41:33
And the third was to actually provide us time sheets in a regular cadence if geofencing was not available.
1:41:42
Again, we monitored it for several months to see some form of improvement.
1:41:46
The improvement was not there, and we started to work to get rid of Allied out of NYCHA properties.
