Council Member Chris Banks inquires about potential abuses of NYCHA's micro-purchase contract policies, such as bid splitting. NYCHA representatives explain recent changes to their micro-purchase procedures and address the question of potential abuses.

  • NYCHA has established a micro-purchase prequalification list (micro PQL) in response to DOI recommendations
  • Properties are now required to use the micro PQL to identify vendors for micro-purchases
  • NYCHA reports no awareness of any bid splitting incidents in the past year
  • The new system aims to improve oversight and prevent potential abuses in micro-purchase contracts
