Council Member Chris Banks inquires about NYCHA's response to the Department of Investigation (DOI) recommendations. Shin Kim, NYCHA's Senior Vice President of Supply Management and Procurement, explains the agency's position.

  • NYCHA has agreed to all 12 DOI recommendations
  • Four recommendations were marked as 'partial' due to an ongoing procurement process
  • A new solicitation for fire and security guard services incorporates all DOI recommendations
  • Once new vendors are onboarded, all 12 recommendations will be fully implemented
  • NYCHA commits to accepting all recommendations in future contracts

And and and and the recommendations that have been made?
1:14:10
Yes.
1:14:16
Can you explain why NYCHA has not fully agreed to four of the 12 recommendations put forth by D.
1:14:22
O.
1:14:23
I.
1:14:23
Then?
Lauren Gray
1:14:23
Sure.
1:14:25
I'll let my Chief Procurement Officer, Shin Kim, answer.
Shin Kim
1:14:33
Okay, thank you for that question.
1:14:35
So the four that we stated were partial is mainly due to the fact that there is currently a solicitation out there on the street for fire and security guard services that incorporates all of DOI's recommendations, all 12.
1:14:53
So
Chris Banks
1:14:54
So this is the procurement process?
1:14:55
Or is this the
Shin Kim
1:14:57
So what I wanted to say was that there is a procurement out there currently that incorporates all of these recommendations.
1:15:08
And these are material changes to the requirement that would be implemented post award to the current contractors.
1:15:15
So we really characterize it as partial in light of the fact that there is a new solicitation out there.
1:15:21
And once the new complement of vendors are onboarded through process, everybody will be subject to all 12 and we will have fully accepted the recommendations.
1:15:30
Okay.
Chris Banks
1:15:31
For the recommendations not accepted, can for the recommendations not accepted due to contractual obligations, can NYCHA commit to accepting them in future contracts?
Shin Kim
1:15:47
Yes, certainly.
1:15:48
Thank you for that question and we will and that is exactly our plan to do so with the new composition of vendors.
