- NYCHA uses time sheets, field visits, and camera checks to monitor contractor performance
- Liquidated damages memos are used to document and address infractions
- NYCHA immediately notifies contractors of infractions and potential financial penalties
- Field visits to sites are conducted to ensure service delivery
Chris Banks

You.
1:54:08
NYCHA often blames budget constraints for its inability to deliver certain services, yet it it paid millions for security services that were not delivered.
1:54:21
How is NYCHA tracking the actual delivery of services across all contracts to ensure that NYCHA is not paying for work that has not been performed?
Lauren Gray
1:54:32
Is this particularly for fire contracts and security contracts or all contracts?
Chris Banks
1:54:37
Fire no.
1:54:38
Particularly relegated to fire and safety.
Lauren Gray
1:54:40
Okay.
1:54:41
So, again, we are are constantly looking at time sheets.
1:54:46
We are going out into the field to make sure that staff is there.
1:54:49
We are checking cameras daily to make sure that staff is there.
1:54:53
And, again, this is a lot easier for NYCHA to manage now that we've repaired a lot of our buildings with with the lack of or need or fire guards.
1:55:01
So it's it's really important that we do as many field visits as possible to all of these sites as as many as possible per month to ensure that the service that NYCHA residents are getting are there.
Chris Banks
1:55:15
Have you visited any of these sites?
Jocelyn Strauber
1:55:16
I have.
1:55:17
Okay.
Chris Banks
1:55:17
When was the last site you visited?
Lauren Gray
1:55:19
It was two weeks ago I went to Bronx River.
Chris Banks
1:55:22
Okay.
1:55:23
And you when you visited that site, did you get a chance to speak to the tenant association president?
Lauren Gray
1:55:28
In fact, I met with the tenant association president.
Chris Banks
1:55:32
How does NYCHA keep track of contract infractions?
Lauren Gray
1:55:37
So for the Allied, we have been using liquidated damages memos.
1:55:43
So every time we get a group or ish several issues, we're noting it.
1:55:47
We're immediately sending we during the allied years, we were immediately sending out the memos letting them know that they have committed an infraction, and this is what we were gonna be going after for their lack of service to the residents.
