Council Member Chris Banks inquires about security arrangements in RAD PACT (Rental Assistance Demonstration - Permanent Affordability Commitment Together) converted developments, particularly those with senior facilities. NYCHA officials explain the process:
- Once a property is converted to RAD PACT, NYCHA is not required to provide safety and security
- Developers are required to submit a security plan to NYCHA
- For senior buildings, at least the same level of service is required, with some providing more
- Security workers are often members of the 32BJ union, with efforts made to transfer their membership to new properties
- The developer is responsible for the cost of security services
• NYCHA's real estate office receives regular reports on safety and security for these properties • The oversight of the security apparatus for converted developments is managed by NYCHA's real estate office
Chris Banks
1:43:53
Okay.
1:43:54
When it comes to I think councilman Blanchard had brought this up to some degree.
1:43:58
With the RadPack converter developments, how many RadPack converted developments have a senior facility?
1:44:06
So not senior facilities or where they are senior buildings on those particular properties.
Lauren Gray
1:44:12
I am happy to provide that information to you after the hearing.
1:44:16
Okay.
Chris Banks
1:44:16
That'll be the reason I wanna know because I wanna know what's the security apparatus and how that was transferred over.
1:44:23
And is that still part of the NYCHA security?
1:44:28
Are they still or is NYCHA still providing security those particular Sorry.
Lauren Gray
1:44:33
Once the development goes RAD PACT, NYCHA is not required to provide safety and security at the
Chris Banks
1:44:38
Well, what's the oversight that's being done as far as what that security security apparatus looks like?
Jocelyn Strauber
1:44:45
That I don't know.
Renee Keitt
1:44:46
Go ahead, Brian.
Brian Honan
1:44:48
Councilmember, so, once a property is converted to RAD PAC, they are required to provide a security plan to us.
1:44:57
Footman is a senior building.
1:44:59
We do require at least the same level of service.
1:45:02
Some of them have done even more.
1:45:05
We also know that these workers are, members of the thirty two BJ.
1:45:12
So we have had conversations with them to make sure that their membership transfers over to the new new properties and that, you know, folks don't lose lose their jobs if they, you know, if they're up to the task.
Chris Banks
1:45:26
And who who picks up the course for that?
Brian Honan
1:45:29
That It be the developer.
1:45:30
The developer.
1:45:31
Okay.
Chris Banks
1:45:35
And they're reporting to you as far as how that apparatus looks and any inefficiencies that exist.
1:45:44
And what is your oversight in that security apparatus for those converted developments?
Brian Honan
1:45:50
So it wouldn't be our teams here, but the real estate office in NYCHA gets regular reports on safety and security and whatever plan that they, you know, have put in place before, you know, before closing or after closing closing, it's up to them to make sure it's being maintained.
1:46:09
Okay.
