Council Member Chris Banks inquires about working conditions and shift management for security guards and fire guards at NYCHA properties. NYCHA representatives explain the oversight and management of these services.
- NYCHA does not directly oversee where guards report; this is managed by the security and fire guard contractors
- Most security shifts are 8 hours, with no coverage afterwards, except for 24-hour security posts
- For 24-hour posts, guards may be asked to work additional shifts if there's a late arrival or no-show
- Contractors are responsible for finding replacements when needed

And actually gonna be my last few questions, and it's gonna just dive back into some of the work conditions of the the security guards and the fire guards.
2:14:00
Is it is it common for NYCHA and also to the to the chef's coverage, is it common for NYCHA to reinstate to rotate the same guards at across different properties in the same day.
Lauren Gray
2:14:18
So NYCHA doesn't oversee where the guards are supposed to report to.
2:14:23
That comes from the security guard and fire guard.
Chris Banks
2:14:25
Is there any coordination with these the the the contractors?
Lauren Gray
2:14:29
Just the shifts.
2:14:30
They're the ultimate responsibilities of the contractor to provide the service and the guard at the site that they're supposed to be at.
Chris Banks
2:14:36
So so what oversight is being provided by NYCHA in that sense?
2:14:42
Are you are you paying attention to that?
2:14:44
And I think this goes to the fact when we talk about coverage and the gaps that can exist with this the shift changes and making sure that there's a a you know, that that that there's a body that So proceeds the next person.
Lauren Gray
2:15:02
My apologies.
2:15:04
So in terms of fire guard, which, again, are required twenty four seven
Chris Banks
2:15:07
The security.
Lauren Gray
2:15:08
Well, security, most of the shifts are only eight hours, so there is no coverage afterwards.
2:15:13
Fire guards are where
Chris Banks
2:15:14
if What about those developments where it's twenty four hour security?
Lauren Gray
2:15:17
So similar to fire guard, security guards, if there's a twenty four hour shift on-site, if the vendor knows in advance that a guard is gonna be either either late or there is a no show, the guard that is currently there is requested to say to do the additional shift.
2:15:31
And if not, it's up to the vendor to find someone to go and replace the guard at the time.
