Working conditions for fire guards and security guards at NYCHA

Council Member Banks inquires about the working conditions for fire guards and security guards at NYCHA properties. Commissioner Strauber explains that DOI's investigation didn't focus extensively on working conditions but did make some observations.

  • Some buildings lacked a central security desk for guards
  • DOI didn't find evidence that poor working conditions were causing guards to abandon their posts
  • The investigation didn't specifically look into issues like charging stations or bathroom facilities
  • The definition of post abandonment allows for some flexibility for short breaks

When it comes to working conditions for the fire guards and the security guards at NYCHA?
0:49:51
Any insight into what the working conditions were?
Jocelyn Strauber

You know, one of the find you know, one of the recommendations we make about about having a central security desk is some of these buildings didn't have a set location for a person to sit, which obviously makes it easier for someone first of all, it makes it more difficult potentially for them because they don't have a central location to be at, but also potentially easier for them to wander off.
0:50:17
Beyond that, we weren't really looking into the working conditions for the guards.
0:50:22
We certainly didn't learn anything that suggested that guards were abandoning their posts because the working conditions were so difficult.
0:50:30
That's not something that that we learned about or or heard of in the course of this investigation.
Chris Banks

Well, when we talk about the possibility of a guard needing to charge their phone, were there adequate charging stations, was there adequate bathroom facilities for them to use when we when we talk about bathroom breaks?
0:50:53
I mean, these are possibly gaps.
Jocelyn Strauber
0:50:55
Right.
0:50:55
I mean, the absences that we were seeing were not given the length of time, were not about somebody needed a bathroom break or someone needed to go charge their phone.
0:51:05
And the definition of post abandonment is intended to recognize that there's some flexibility here.
0:51:10
Right?
0:51:10
If you get up to use the bathroom, you get up to charge a phone, etcetera, that isn't, you know, that isn't the kind of problem we were observing.
Lauren Gray

So that's Alright.
Chris Banks

Would would geofencing technology and electronic timekeeping work if the guard if the guards are unable to keep their devices charged?
