Council Member Restler inquires about the tracking and transparency of federal funding in NYC agencies, asking if OMB centrally monitors federal grants, staff funded by federal grants, and potential vulnerabilities. IBO representatives provide limited information due to ongoing analysis.
- IBO confirms they track federal money received and reimbursements submitted
- Discussion on the timing of federal reimbursements, often received after the fiscal year ends
- Lack of specific information on OMB's central tracking of federal funding vulnerabilities

As we as I imagine you're all in conversation with city agencies in OMB and and we certainly are as well, what information do you and transparency do you think we should be seeking from OMB about the precarious financial situation we we find ourselves in with the federal kind of upheaval?
0:21:59
Are you aware of kind of centralized tracking of federal grants at city agencies?
0:22:03
How many staff are funded by federal grants?
0:22:06
What vulnerabilities federal aid city agencies are facing as a result of unstable federal funding?
0:22:14
Do you know if that information from IBO's engagement and analysis is being tracked centrally in any way?
0:22:20
Do you believe that it is?
0:22:22
Anything along those lines would be helpful.

Thank you for the question, Council Member.
0:22:30
And we are in communication with the administration as we prepare for our the next publication on the executive budget.
0:22:42
I can't comment on specifics of the administration's management and plans
Lincoln Restler
0:22:51
I'm not clear of.
Jackie Sherman
0:22:51
At this time.
0:22:54
Our focus has been and the focus of our testimony has been, the focus of your question, is on questions that need to be asked throughout the executive budget process.
Lincoln Restler
0:23:07
Mike, can I ask this question?
0:23:08
Do you are you aware as of now that OMB tracks total federal spending that we're receiving by agency, you know, staff that are covered vulnerabilities?
0:23:19
Do you know if there's a central task force with OMB from your experience that evaluates and assesses that risk?
0:23:25
Is that something that is to your knowledge?
Sarah Parker
0:23:28
So one thing that that is trackable is how much money we receive from the federal government and how much is has actually been received.
0:23:35
So not only what we submit for reimbursements, but what has actually come in.
0:23:39
Right.
0:23:39
So that is something that we are very much actively tracking.
Lincoln Restler
0:23:42
And have you noticed, has the city made any improvements in actually spending down the federal grants that we've received to make sure that we don't have additional clawbacks of federal money like we've experienced in the first eighty, ninety days of the Trump administration?
Sarah Parker
0:23:53
So one of the interesting things about the timing of receiving the money is that a large share of federal dollars are received by the city after the end of the fiscal year in which they are reimbursing expenses.
Lincoln Restler
0:24:06
Right.
Sarah Parker
0:24:07
So I think right now, as we wind down this fiscal year, that's going to become a crucial question.
