Council Member Restler inquires about the potential impact of proposed federal Medicaid cuts on healthcare in New York City. Andrew Rein discusses the uncertainties surrounding these cuts and potential areas of vulnerability.

  • Rein mentions that the CBC hasn't done a specific analysis on the $880 billion proposed Medicaid cuts
  • He highlights New York's unique position with the Essential Plan, which could be at higher risk
  • Rein suggests that 1.7 million New Yorkers statewide (1 million in NYC) covered by the Essential Plan might be more vulnerable to cuts

Can I just last question I wanted to ask is about Medicaid?
0:51:05
You know, 4,000,000 New Yorkers rely on Medicaid.
0:51:10
We already have many safety net hospitals, multiple safety net hospital I mean, we just experienced major hospital closure in Lower Manhattan.
0:51:18
We have multiple safety net hospitals that are in a very vulnerable position.
0:51:24
Has the CBC begun to do any analysis if the full $880,000,000,000 in proposed federal cuts to Medicaid were enacted on what impact that would have on health care in New York City and the stability of our inpatient facilities and other health care institutions that rely on this funding?
Andrew Rein
0:51:44
We have not.
0:51:46
Kaiser Family Foundation has run some scenarios.
0:51:49
It's worth looking at what they have funded.
0:51:51
I think the way to think to start thinking about this and again, it is uncertain both what the cuts will be and what the magnitude will be.
0:51:59
And as we see the federal scoring rules might be in flux as well.
0:52:02
So how they pay for the tax cuts, you know, it may require that 880 energy and commerce billion energy commerce cut or not.
0:52:10
I I don't know and I can't predict that.
0:52:12
I do know that when you look at New York, we're special in ways.
0:52:16
We have the essential plan, which is the Obamacare, basic health plan, which only we and Minnesota have.
0:52:23
It is an outlier.
0:52:25
If I look at risk, I generally whether it be a corporate merger and acquisition or cuts, I look at the things that are different in different places.
0:52:32
So maybe the essential plan, covers 1,700,000 New Yorkers, lower income to making too much for medic Medicaid, but but still covered by the essential plan and some immigrants.
0:52:44
1,700,000 New Yorkers statewide, 1,000,000 New Yorkers in the city.
0:52:48
That might be more at risk.
0:52:49
Again, we don't know where it'll come, but we've thought about it in those ways but haven't, modeled what that would do cascading down.
0:52:57
Okay.
