Current initiatives for housing justice-involved individuals

The Department of Social Services (DSS) has taken steps to address housing challenges faced by individuals with criminal justice and hospital system involvement. An addendum to the NYC15/15 RFP has been issued to expand supportive housing eligibility for this population.

  • The new criteria target individuals with a history of two or more incarcerations or hospitalizations and 180 days of homelessness within the last four years.
  • This new eligibility criteria will take effect on May 5, 2025.
  • DSS, HRA, and DHS will continue to work with stakeholders to improve referral and placement mechanisms for individuals with severe mental illness or substance use disorders being discharged from jail to homelessness.

In an effort to address the housing challenges faced by individuals experiencing housing insecurity as well as stays in both the criminal justice and hospital systems, DSS recently issued an addendum to the New York City Fifteen Fifteen RFP to expand supportive housing eligibility to single adults with jail or hospital stays who otherwise would not qualify under the HUD chronic homeless requirement.
