Introduction 1100 proposes to expand eligibility for NYC15/15 supportive housing to include individuals with justice system involvement in the last 12 months who have severe mental illness, substance use disorder, or both, and are homeless or at risk of homelessness. The agency expresses significant concerns about the bill as currently written.

  • The proposed criteria are seen as overly broad, potentially creating more demand for limited available units.
  • The agency argues this could negatively impact those most in need of supportive housing resources, particularly chronically homeless individuals.
  • Many applicants from carceral settings are already eligible for supportive housing initiatives other than NYC15/15.

Introduction 1,100 would require the DS Department of Social Services to provide eligibility for single adults, adult families and families with children where the head of household has a severe mental illness, substance use disorder or both, is homeless or at risk of homelessness and has had justice system involvement in the last twelve months in any existing supportive housing program administered and wholly funded by the city otherwise known as New York City Fifteen Fifteen.

The bill as it's currently written presents significant concerns.
1:55:15
This overly broad criteria would create even more demand for limited available units essential to stabilizing homeless individuals on the streets or in shelter who meet the experience of chronic homelessness as defined by HUD and have limited options for housing security.
1:55:38
New York City through a government and community led stakeholder group adopted the HUD definition for New York City Fifteen Fifteen program to focus on the most vulnerable of the homeless population.
1:55:52
As research suggests this targeting helps communities solve chronic homelessness.
1:55:59
At the same time, many of the applicants for supportive housing from carceral settings are eligible for supportive housing initiatives other than New York City Fifteen Fifteen.
1:56:12
And given the existing resources for this population, DSS feels advancing this legislation as written will likely overwhelm the referral system and negatively impact those most in need of these supportive housing resources.
