Council Member Cabán inquires about specific steps taken to prevent the recurrence of deadlocking practices. Representatives from the Department of Correction (DOC) and Correctional Health Services (CHS) respond with details on their efforts.

  • DOC leadership at all levels are instructed to tour facilities regularly and monitor for issues
  • Supervisors within jails are tasked with correcting or reporting any instances they observe
  • CHS staff are instructed to communicate any access to care issues to their supervisors
  • CHS and DOC work together at the facility level to address issues, with the ability to escalate to leadership if necessary

Okay.
3:10:22
And you've made it clear that the commissioner has said, hey, this shouldn't be happening.
3:10:27
Beyond that, are there specific steps that you can articulate around preventing a recurrence of these practices, beyond just, hey, we're saying don't do this.
3:10:40
Are there additional trainings occurring?
3:10:42
Are there different kinds of monitoring?
3:10:44
Are there cat plant?
3:10:47
Like what else is being done?
Chelsea Chard
3:10:50
So I haven't been involved closely with that work, but I do know that part of the messaging going down to leadership, right, is so that everyone is reinforcing that message.
3:10:58
The commissioners also testified that leadership at all levels are supposed to be touring the facilities on a regular basis, looking for those things, reinforcing any issues that are coming up.
3:11:08
And so when I say leadership I don't just mean executive staff, mean supervisors who are within the jails.
3:11:13
That message was reinforced very strongly so they should be monitoring for that and correcting or reporting any instances that they see.
3:11:20
I don't know if our partners have anything else to add.
3:11:24
Sure, just
Jeanette Merrill
3:11:25
yeah anytime there's an access to care issue you know our staff are instructed to communicate that to their supervisors, and generally, CHS and DOC work at the facility level.
3:11:36
And then if they need to escalate the issue, they can go to leadership, including our CHS operations team, which works closely with
Sandy Nurse
3:11:43
DOC.
3:11:44
Okay.
Tiffany Cabán
3:11:44
And and my last follow-up on on this chair is just that I hear that you're saying we've made it clear this can't happen.
