Council Member Julie Won seeks clarification on the relationship between neck downs and hardened daylighting, questioning the DOT's analysis and comparison methods. Deputy Commissioner Eric Beaton affirms the DOT's support for hardened daylighting, including neck downs.

  • Won challenges the comparison between hardened daylighting intersections and neck downs in the DOT's study
  • Beaton explains that neck down data comes from larger studies conducted over the years
  • The exchange concludes with Beaton confirming DOT's support for hardened daylighting, including neck downs and other treatments

Okay, so it is hard and daylighting and it works and it does more than just what you're describing.
1:33:44
So can you still answer, were there efforts in comparing intersections with similar characteristics such as traffic volume, land use, traffic signal, signage, intersection makeup?
Eric Beaton
1:33:53
Yes.
1:33:54
We we tried to compare as well as we could.
1:33:57
Now, every intersection in New York City is different, right?
1:34:00
We all know that, we don't want to say we can match exactly.
1:34:04
But as best we could, we found peer intersections that we could compare to.
Julie Won
1:34:10
How can you compare a 89 hardened daylit intersections to 14 neckdowns when the 14 neckdowns are included in the sample size of a 89?
1:34:19
What post hoc analysis was used for comparison of subtypes and do you claim the sample size of just 14 intersections is sufficient for this type of analysis for the city of New York, the largest city?
Eric Beaton
1:34:31
So the reason that we feel very comfortable saying that neck downs are so safe is because over the years we've done a much larger study of our different treatments where we've looked at neck downs and turn calming and road diets and other things so that we do have that data from other studies as well.
Julie Won
1:34:48
So can you just clarify?
1:34:50
If neck down data is being used to support effectiveness of hardened daylighting or to diminish it in favor of other safety treatments?
Eric Beaton
1:34:59
So I may not be following.
1:35:03
Hardened daylighting, including neck downs, is effective and we support it.
1:35:08
And we feel comfortable based on the sample size saying that.
Julie Won
1:35:12
Okay, so you're in support of hardened daylighting using neck downs?
Eric Beaton
1:35:17
Neck downs and other treatments, yes.
