Potential measures to mitigate risks in daylighted areas

Council Member Brooks-Powers inquires about potential measures to mitigate risks in daylighted areas, given the study's suggestion that these zones might be more dangerous due to risk compensation or aggressive turning. Deputy Commissioner Beaton acknowledges the possibility of additional safety measures but highlights implementation challenges.

  • Beaton agrees that measures like neck-downs or other treatments could be implemented alongside daylighting
  • DOT's Turning Calming program has been successful when combined with daylighting
  • The main challenge is the scale of implementation, given the large number of intersections in the city
  • Beaton notes it's not feasible to add additional infrastructure to all daylighted intersections in the short term

Okay.
0:53:35
My last question before we hear from other council members.
0:53:39
Even if the conclusions are accurate, your report suggests that these fire hydrant and bus stop zones might be more dangerous due to risk compensation or more aggressive turning.

Aren't there measures we could take to mitigate these risks such neck down, such as neck downs or other measures that we could implement in addition to daylighting in order to make the intersection safer?
Eric Beaton
0:54:07
Yes, absolutely.
0:54:08
That's the right point that where we do this we can do either hardening or other types of treatments to reduce the risk.
0:54:17
Our Turing Calming program has been very successful and is often accompanied with daylighting.
0:54:23
And that seems to be successful.
0:54:25
I think the challenge is when you talk about 44,000 intersections each with many corners, we're not reasonably going to be able to do that at all locations.
0:54:36
So we would be creating these locations that in any kind of reasonable short term would not have that additional infrastructure.
