Bill Bruno, a Jackson Heights resident, testifies in favor of Intro 1138, which would implement daylighting at all intersections with crosswalks. He emphasizes the importance of this measure for improving visibility and safety at intersections, particularly given the increasing size of vehicles.
- Bruno highlights the interrelation between soft and hard daylighting, arguing that soft daylighting enhances and expedites the implementation of hard daylighting.
- He counters the "one size fits all" argument, stating that the problem of blocked sightlines is consistent across the city, therefore requiring a universal solution.
- Bruno supports the bill's requirement of a minimum of 1,000 hardened intersections per year, emphasizing that this should be viewed as a floor, not a ceiling.

Thanks and apologies about the handwriting.
2:28:28
My name is greetings, madam chair and council members.
2:28:31
My name is Bill Bruno.
2:28:33
I'm a Jackson Heights resident.
2:28:34
I'm here testify in favor of intro eleven thirty eight, which would institute life saving daylighting at all intersection with a crosswalk.
2:28:42
As you know, cars and SUVs and trucks at those intersections pose a risk because they block the line of sight, And it's gotten worse over the last few years.
2:28:49
We all know they've gotten taller.
2:28:51
The hoods have gotten taller.
2:28:53
They're all bigger.
2:28:54
And that's made the problem worse.
2:28:56
That's why half of all crashes take place at intersections, restoring the line of sight so you can see what's coming and you can see what you're going towards is an important safety measure.
2:29:06
What's particularly good about this bill is the minimum of 1,000 intersections a year that have to be hardened.
2:29:12
And remember, is a floor, not a ceiling.
2:29:14
So we should think in terms of 1,000 plus.
2:29:17
What I want to emphasize is their interrelation, that soft daylighting enhances hard daylighting.
2:29:24
Alright.
2:29:24
We all know what the pushback that can happen whenever you repurpose parking spaces or anything else.
2:29:31
And if you simply have the hard daylighting, that's it's gonna proceed at a snail's pace that they have to fight against every parking space.
2:29:39
Soft daylighting by ripping that bandage off not only enhances, the safety from the line of sight, but it expedites the goal of the hard daylighting, reaching a thousand intersections.
2:29:52
Quickly addressing the one size fits all argument, a Chevy Suburban blocks your line of sight just as much in Staten Island as in Jackson Heights.
2:30:00
Not being able to see what's coming puts you at greater danger.
2:30:03
The thing that causes the problem is universal and consistent throughout the city.
2:30:07
Logically, the solution should also be universal and consistent.
2:30:11
So, support eleven thirty eight and thanks for hearing me out.
