Okay.
2:46:25
Perfect.
2:46:26
Good afternoon council members.
2:46:29
My name is Emeline LaCraut.
2:46:31
I am a New York City resident.
2:46:33
I live on the Upper East Side.
2:46:35
I am also blind.
2:46:37
I'm here in favor of intro 11:38.
2:46:41
I think we've heard significant testimony about the benefits for visibility, especially myself as a blind person.
2:46:48
I listen to traffic and when there are vehicles, it makes it extremely difficult to listen to traffic.
2:46:53
Every time I step into the road, I know that I am taking my life into my hands and I just hope I make it to the other side.
2:46:59
Barring that though, the importance of hardened daylighting is to prevent vehicles from parking in the crosswalk.
2:47:04
Crosswalk.
2:47:04
The number of times I have run face first into a delivery vehicle in the crosswalk, extremely unpleasant.
2:47:11
My cane goes right underneath cars.
2:47:14
And so it is extremely important that we have structural elements to prevent vehicles from being in the crosswalk.
2:47:21
It's also important that when hard and daylighting systems are built, that they're built in a way that clears the crosswalk.
2:47:28
I've seen some boulders placed literally inside of them.
2:47:31
Again, as a blind person, my hope is that I have that five to six foot width of clear space to move forward.
2:47:37
So again, I highly encourage passing of 11:38 to support our citizens with visual impairments and the disabled
