Felipe Castillo, a resident of Harlem, testifies in support of Intro 1138, which proposes universal daylighting in New York City. He presents a visual example of a successfully daylighted intersection at West 94th Street and Columbus Avenue on the Upper West Side, highlighting its safety benefits.
- Castillo thanks Chair Brooks-Powers, Council Member Won, and his own Council Member Sean Abreu for supporting the legislation.
- He emphasizes that the intersection he shows has been daylighted since the 1970s and is one of the safest in the Upper West Side.
- Castillo argues that inaction on daylighting prioritizes private vehicle storage over public safety and urges the City Council to pass the bill.

Hello.
4:11:42
I'm here in support of eleven thirty eight.
4:11:44
My name is Felipe Castillo, and I live in Harlem.
4:11:47
I wanna thank, the chair, miss Brooks Powers, and council member one for championing this legislation.
4:11:53
I also want to thank my council member, Sean Abreu, for being a cosponsor.

My background right here
Selvena N. Brooks-Powers
4:12:00
I was just trying to figure out what your background was.
Felipe Castillo
4:12:03
Yeah.
4:12:03
So my background is the corner of West 90 Fourth Street and Columbus Avenue on the Upper West Side.
4:12:09
This is an intersection that received daylighting treatment decades ago, like, I think in the seventies after some neighborhood children were run over by by drag racers on on the street.
4:12:23
And and so, like, this is I think in in today's testimony, the first image that we're seeing at least on on the Zoom of what daylighting can look like, and this is one of the safest intersections in the Upper West Side.
4:12:38
This has proven to be much safer for all, road users, especially the most vulnerable.
4:12:43
I think the human cost of not daylighting has been explained by all the previous testimonies, so I'm not going to add to that.
4:12:51
But I just wanna say that inaction on this matter is capitulating our shared public space for the storage of private vehicles and most of the time for free.
4:13:02
So I urge the city council to pass this bill so all of our intersections can look like this.
4:13:09
This looks very nice.
4:13:11
So thank you for your time.
4:13:12
I yield the rest of it.
