Mauricio, a Queens resident and former EMT, testified in strong support of Intro 1138, which would implement universal daylighting in New York City. He emphasized the urgency of the bill based on his experiences as an EMT, cyclist, pedestrian, and driver, highlighting the dangers of poor visibility at intersections.
- Stressed that human lives are more important than parking spaces
- Argued that daylighting would benefit all road users, including drivers, by preventing accidents
- Likened the bill to medicine: potentially unpopular but ultimately beneficial for public safety

Hi.
5:27:15
My name is Mauricio.
5:27:17
I'm from Queens.
5:27:17
I've been born and raised in New York City my whole life.
5:27:20
I'm here to talk about my support for Intro eleven thirty eight.
5:27:25
I wanna thank council member Julie Guan for sponsoring intro one eleven thirty eight and for taking a stand on street safety.
5:27:33
The bill isn't just a smart policy.
5:27:35
It's urgent.
5:27:36
I was a former EMTB.
5:27:38
I'm a cyclist.
5:27:39
I'm a pedestrian.
5:27:40
I also drive, and I've seen firsthand the damage that happens when visibility at intersections is treated like an afterthought.
5:27:47
I responded to scenes where a turning driver couldn't see someone, and the person crossing the street couldn't see the driver coming up.
5:27:55
I've also lived that daily reality of our street, navigating corners where parked cars create blind spots, and every crossing feels like it's a gamble whether somebody's just gonna roll up and just stop right before they hit you or if you'll get hit this time.
5:28:09
Intro 11:38 would bring hardened universal daylight into New York City, and it's an effective fix that would save lives by keeping the space near crosswalks clear for giving everybody, drivers, cyclists, pedestrians, a fair chance to be seen.
5:28:24
And let's be honest.
5:28:25
Nobody here likes losing a parking spot, but human lives are more important than parking spaces.
5:28:30
If anybody's gonna vote against this bill, you're essentially saying that a parking spot is worth more than a person's life.
5:28:38
It's basically like medicine.
5:28:41
Drivers may not want it, but at the end of the the day, it's good for them because it'll prevent them from taking somebody's life from possibly getting into a crash with another car or another person or a cyclist or anything else, somebody's pet.
5:28:55
I wanna thank everybody that sponsored this bill, and I hope that you guys pass control to eleven thirty eight.
