Merrill Laborde, a resident of Greenpoint, Brooklyn, testifies in support of Intro 1138, which would require universal daylighting in New York City. She argues that removing parking within 20 feet of intersections is common sense and essential for improving safety, especially for vulnerable pedestrians.
- Emphasizes that daylighting is already the law in the rest of New York state (state law 1202)
- Criticizes DOT's current approach as too slow and piecemeal, putting lives at risk
- Urges the council to pass the legislation, thanking the bill's sponsor and 23 co-sponsors

Hi.
3:25:27
My name is Merrill Laborde.
3:25:28
I live in Greenpoint, Brooklyn, and I'm here to speak in support of intro eleven thirty eight requiring the Department of Transportation to implement universal daylighting and harden at minimum a thousand daylighted intersections a year.
3:25:41
Removal of parking within 20 feet of an intersection is common sense.
3:25:45
Better visibility at intersections reduces the risk of collision and can prevent deaths and injuries.
3:25:52
This is especially important for the most New Yorkers, children, the elderly, and disabled people.
3:25:58
Daylighting is the law in the rest of New York state and there is no reason that New York City should be exempt from state law 12 o two.
3:26:04
All 8,000,000 residents and the millions of tourists who visit each year are pedestrians.
3:26:09
Car drivers are a minority of road users and we cannot continue to put their convenience over the safety of everyone.
3:26:16
The Department of Transportation's current slow piecemeal approach to daylighting means more New Yorkers will die and be seriously injured waiting for DOT to take action.
3:26:26
This is unacceptable and the council has an opportunity to take action immediately to prevent more deaths and injuries.
3:26:34
I thank council member one for her leadership on intro eleven thirty eight as well as to the 23 council members who have cosponsored this bill and I urge the council to to pass this common sense legislation.
