During that time, I voiced major concerns to my colleagues as well as to the administration about the ability of DOT to manage an outdoor dining program.

As the former commissioner of the Department of Consumer and Worker Protection, which we, as we all know, manage the sidewalk cafe license program, I felt very strongly that DCWP should have managed this program, not DOT, an agency that does not have background in this area.
