It is in my personal opinion that this bill that was passed and what the administration was trying to do, I believe that the intention was to kill the program, and I think we're experiencing some of the real effects of that through the testimony that you're sharing, right, by creating this perception that they were trying to create a process for it but it actually harming the entirety of the entire of the whole thing.
