Council Member Holden inquires about enforcement methods when e-bike riders lack identification. Inspector O'Sullivan explains the NYPD's approach, including education campaigns and the use of criminal court summonses for severe violations.
- NYPD has distributed over 80,000 flyers for education on e-bike rules
- For severe violations, officers can issue criminal court summonses instead of traffic tickets
- When riders lack ID, officers can use technology to verify identity or have someone bring identification

What do we do?
Brian O'Sullivan
0:59:43
So with this e bike plan, we've identified these corridors citywide, which have high complaints of e bike and micro mobility areas.
0:59:55
So as you spoke earlier, a lot of these people riding e bikes, they don't have a driver's license.
1:00:01
And we did a big campaign since October, and we handed out over 80,000 flyers for the education part.
1:00:08
But there's more to education.
1:00:10
So right now, during this rollout of this new enforcement is we have concurrent jurisdiction from the VTLB summonses to criminal court summons.
1:00:22
And with these six violations we identified, we're gonna utilize the criminal court summons instead of the B summons.
1:00:31
And so it doesn't matter if you have a license or not.
1:00:33
So if you're out there and you're operating this recklessly, you'll be issued the criminal court summons.
Robert F. Holden
1:00:39
If they have if they have no ID?
Brian O'Sullivan
1:00:42
So then we'll, you know, run their name, make sure that they don't have a warrant, and they'll be issued a summons.
1:00:48
If they have a warrant, then
Robert F. Holden
1:00:50
Yeah.
1:00:50
But how do you know that they're who John Smith.
1:00:53
Let's say he's my name is John Smith.
1:00:55
How do we know if they don't have ID?
1:00:58
You're just taking their word that his name is John Smith who was stopped.
Brian O'Sullivan
1:01:02
Well, we utilize technology.
1:01:03
You know, we could run the name, call someone that they know to bring over their identifier.
Robert F. Holden
1:01:08
Yeah.
