Chief Olufunmilola 'Lola' Obe responds to Council Member Salaam's concerns about decreasing parking enforcement rates, providing context and data on the department's efforts.
- Obe explains that despite fewer agents, productivity has increased, with agents issuing more summonses per tour in 2025 compared to 2020.
- She acknowledges the dip in towing numbers, attributing it partly to the closure of the Manhattan Pound, but assures that towing operations continue in Manhattan by redirecting vehicles to other boroughs.
- The Chief provides specific data on towing violations, emphasizing that enforcement work is still being carried out effectively.

Chancellor Lam, I just wanted to we touched I touched very briefly on doing more with less.
1:33:31
I gave the stats earlier.
1:33:32
Right now in 2025, '13 '30 '7 agents and they average about 26.9 per tour versus say 2020, just going through 2020 to '25, '18 '30 '5 agents with 18.4 summits issued by per tour.
1:33:47
So the work is there.
1:33:48
They're certainly doing a great job.
1:33:51
And you talked about towing.
1:33:53
Did you touch on towing very quickly because you had a number of questions?
1:33:56
Yeah.
1:33:56
Okay.
1:33:57
So year end year end 2019, you're right, the high of a 5,800 tows.
1:34:05
We do see that dip in 2021 again because of the closure of the Manhattan Pound.
1:34:11
In 2024, we had forty forty four four four forty three tolls.
1:34:17
Again, the top five violations, no standing 12,000 plus, no parking, non commercial 7,000 plus, Fire hydrant, the numbers are definitely there, but I want to assure the council that despite the closure of the Manhattan Tow, we're still tow vehicles from Manhattan, North Of Fifty Nine to The Bronx, South Of 50 Ninth Street to Brooklyn.
1:34:38
So the work is is is there.
