Council Member Gutiérrez inquires about any cost-benefit analysis comparing the Big Apple Connect model to the Internet Master Plan. Brett Sikoff admits no specific assessment was conducted but defends the choice based on immediate impact.

  • No specific cost-benefit analysis was conducted comparing the two approaches
  • OTI based their decision on the ability to make an immediate difference for vulnerable populations
  • Sikoff argues that any analysis would have still led to the Big Apple Connect strategy

I'm not aware of a specific assessment that was done relative to those two things, but it just based on the site test, We were able to see how we can make the biggest difference in the city immediately.

us the you see that start, the last part again?
Brett Sikoff

We assessed we wanted to make the biggest difference to the folks who are in most in need, to the most vulnerable populations, the most historically underserved, including which includes all of NYCHA, and we wanted to get them connected immediately.

So an analysis, you know, a cost analysis or any other analysis would have ultimately led us still to a big Apple Connect strategy.
