Council Member Gutiérrez inquires about the recently launched Big Apple Connect survey. Brett Sikoff from OTI explains that it's a short survey sent via US mail to confirm service receipt, understand internet usage, and gather information on devices used. The survey collection is expected to conclude by late summer, with in-person surveys planned as well.
- The survey includes questions about internet usage for activities like homework, job searches, and telemedicine.
- OTI chose a mail survey over digital options based on research on survey response rates.
- Respondents are incentivized with a gift card raffle drawing to encourage participation.

0:42:26
I'll jump back into these questions, but I know in your testimony you shared that I believe last week surveys were sent to residents about Big Apple Connect.
0:42:33
Can you share what are some of the things that you're asking?
0:42:36
What are you looking to accomplish?
Brett Sikoff
0:42:37
Yep.
0:42:37
It's a short and sweet survey.
0:42:40
We first want to confirm that they are receiving it, a kind of audit, if you will, to make sure that the folks who we're paying for to get the service are actually getting it.
0:42:48
But then we want to know how they're using the internet, what kind of activities are they doing.
0:42:52
Are using it for homework, job searches, telemed, those types of things.
0:42:56
We ask what kind of devices they have at home.
0:43:00
We want understand if they're using a laptop, tablet, a cellular phone for their primary means of connecting to the Internet.
0:43:07
So it's five question survey, and we just sent it out a week ago, so we hope to get some insight.
0:43:11
We'll also be following it up with in person surveys as soon as the weather, which is now cooperating.
0:43:16
We'll be setting up more sign up events and also surveying residents.
Jennifer Gutiérrez
0:43:20
How are people getting the surveys, is it digitally?

0:43:22
We did a mail survey.
0:43:24
We sent it out via US mail.
Jennifer Gutiérrez
0:43:26
Oh, really?
Brett Sikoff
0:43:27
They're going get a pretty postcard
Jennifer Gutiérrez
0:43:28
But there's a missed opportunity there.
Brett Sikoff
0:43:30
Well, discussed this one, whether it should be digital, virtual, like through a QR We thought about that and based on some research of how surveys are generally responded to, we thought that the mailer would yield the best results.
0:43:45
So we gave a lot of thought to it for sure.
Jennifer Gutiérrez
0:43:47
Okay.
0:43:48
Okay.
0:43:48
And when are you looking to conclude the collection portion?
Brett Sikoff
0:43:53
So we're encouraging respondents' responses by mid May.
0:43:58
We even have a drawing for a gift card raffle drawing for folks to respond, so we'll be doing that to incentivize them to respond.
0:44:06
But there's really no firm end date.
0:44:08
We anticipate throughout the course of the rest of the spring and the summer we'll be doing in person surveys.
0:44:12
Probably by mid to late summer we'll be able to do a full scale analysis once we get everything.
Jennifer Gutiérrez

Until late September?
