Council Member Gutiérrez inquires about the implementation of specific elements of the Internet Master Plan, particularly focusing on the interagency broadband task force. Brett Sikoff discusses the current approach and how it relates to the original plan.
- Gutiérrez asks if OTI convened a full interagency broadband city asset task force after 2021
- Sikoff explains that while a similar concept exists in the current digital equity roadmap, it's not exactly the same as what was in the Internet Master Plan
- The discussion highlights the continuity and differences between the original plan and current initiatives

1:42:05
Again, early in Right.
1:42:06
That communication was to say we're scrapping it.
1:42:08
Correct.
1:42:09
Right.
1:42:09
And so my my next my next question, I guess, is to understand did was OTI ever able and I'm just gonna kind of break down some parts of the you let me know yes or no.
1:42:26
Break down some parts of the Internet master plan to the best of your ability.
1:42:29
You let me know what you all did, didn't do.
1:42:32
In phase one, which is coordinating city processes, did OTI ever convene a full interagency broadband city asset task force after 2021?
Brett Sikoff
1:42:44
I don't believe so.
1:42:45
Again, that's that's a core element of the digital equity road map is to convene, you know, just that, a roundtable of city experts who will ultimately, you know, help arrive at decisions that are made for broadband and digital equity that will eventually lead to bringing in external stakeholders as well.
Jennifer Gutiérrez
1:43:03
It's in the roadmap.
1:43:04
But I'm asking this also, this existed in the Internet Master Plan.
1:43:07
So are you just saying that you just kind of redid it up?
Brett Sikoff
1:43:11
Yeah.
1:43:11
I mean, there's there's certainly parallels to to what was in the original plan to what we're doing now.
1:43:15
So there you know, when we talk about the pivot away from the Internet Master Plan to Big Apple and other initiatives, it was not just because we don't believe that every element of the plan was was not helpful.
1:43:27
It was really about the core investment in infrastructure.
1:43:31
That was that was the the the concern.
Jennifer Gutiérrez
1:43:33
I'm just trying to make the distinction of now the bill that I'm trying to work with you all to pass, I'm just trying to make the distinction piece by piece because you're saying you don't know if there's a formal evaluation.
1:43:48
I've been talking about this since I started.
1:43:50
I'm just trying to understand phase by phase where the decision was made.
1:43:58
So that's what I'm doing with you with you now.
1:44:00
So I understand there are parallels, but obviously, the Internet Master Plan did call for this interagency task force.
1:44:05
It exists now under the digital road map.
1:44:08
Okay.
1:44:09
And you all had a meeting already?
1:44:11
Yeah?
1:44:12
Okay.
1:44:12
Well, the commissioner said that I would be made aware of it, and I was not at the last at that fall hearing.
1:44:18
Just wanna let you know.
1:44:19
So I would love to be made aware.
1:44:22
I I get it.
1:44:23
Maybe I won't be invited for many reasons, but I would love to be made aware so that we can stay in communication so that I I know how this is moving along.
1:44:33
For phase two, optimizing public assets, it outlined a universal solicitation for broadband using city owned buildings.
1:44:41
Did the city ever complete the public asset inventory that the plan called for?
