James Ford provides testimony about the importance of considering dual-use technology in the context of broadband infrastructure. He references Dr. James Giordano's lectures on the weaponization of neuroscience and emphasizes the need to understand the potential capabilities of these technologies.
- Introduces the concept of dual-use technology, referring to Dr. James Giordano's lectures at West Point
- Highlights acronyms WMD squared (weapons of mass destruction and disruption) and AAA (assess, access, and effect)
- Stresses the importance of acknowledging that some technologies may have been invented with dual-use capabilities in mind

name is James Ford.
2:36:19
Thank you for the time.
2:36:21
You know I guess I would just like to add to the conversation.
2:36:25
You know I've heard people speak about cyber security but I haven't heard people talk about dual use technology.
2:36:32
So for the sake of brevity, I'd just like to refer to Doctor.
2:36:35
James Giordano.
2:36:37
If you're unaware, he has a lecturer at West Point, the War College called The Brain, the Battlefield of the Future.
2:36:44
And Giordano talks about dual use technologies.
2:36:48
And I think it's important to have on the table, least as a part of the conversation, that a lot of the technologies that were a part of this infrastructure have these capabilities.
2:36:58
He tells the cadets.
2:37:00
He says you will Now these are the cadets at West Point.
2:37:02
This is doctor James Giordano.
2:37:04
He tells the cadets, you will encounter the weaponization of neuroscience in your personal lives and in your careers.
2:37:10
They are valuable, viable, and they are in play now.
2:37:14
And he also says, know these two acronyms.
2:37:17
And I've heard the word access today, which kind of not that it's good or bad, it just reminded me of the conversation they were having at this lecture.
2:37:24
He knows he says, WMD squared, Know this acronym, weapons of mass destruction and disruption and AAA.
2:37:33
Assess, access, and effect.
2:37:37
They're talking about the weaponization of neuroscience.
2:37:40
And I'm not suggesting that this the intent, but I think it's important to have on the table that we should understand that all these technologies have these capabilities.
2:37:48
And that in fact some of them have been intent invented with these the intent to have these capabilities.
2:37:55
So I think it's I guess what I'm here to share is I think it's an important thing to put on the table for any kind of conversation regarded to this type of infrastructure.
2:38:04
Thank you.
