Street modifications for 30th and 33rd Streets in Western Rail Yard project

The presentation details significant modifications proposed for 30th and 33rd Streets as part of the Western Rail Yard development. These changes aim to improve pedestrian access, connectivity, and overall urban design of the area.

  • 30th Street: Transformation into a landscaped street with improved pedestrian crosswalks and open space connections.
  • 33rd Street: Elevation of the street to match the height of 11th Avenue, eliminating the current wall that impedes access.
  • Creation of a two-way street on 33rd Street with a turnaround, pedestrian access to the High Line, and additional connections to 12th Avenue.
  • Provision for Long Island Railroad vehicle access and loading for the Javits Center Marshaling Yard at the lower elevation of 12th Avenue.

Flipping to the north side of the site, here's a look at 30 Third Street today.

The street is actually closed off to through traffic and is being utilized as a police car parking lot.

Behind that wall in the background is the northernmost of 30 train tracks.

This long blank wall is an impediment to access and the viability of 30 Third Street for pedestrians, and we are proposing to lift the elevation of the street up to the top of the wall at the same height as Eleventh Avenue currently exists.

Here is a diagram showing the transformation of 30 Third Street.

It would become a two way street with a turnaround, along with a pedestrian access to the High Line and an additional ramp, elevator, and stair connecting to the lower elevation at Twelfth Avenue.

There would be an access area at this lower elevation for Long Island Railroad vehicles as well as loading into the Javits Center Marshaling Yard property immediately to the north.
