Kim Yu from the Mayor's Office of Contract Services presents data on retroactivity in contract registrations, highlighting the impact of discretionary contracts on overall statistics.
- The median cycle time for discretionary contracts in FY2024 was 337 days, dropping to 228 days when excluding discretionary contracts
- For FY2025, 54% of non-discretionary contracts were registered on time, compared to only 9% of discretionary contracts
- DFTA achieved 81% on-time registration for their contract portfolio in FY2025

If I could share one just to jump in and sort of provide some numbers.

When we're talking about retroactivity, Michael is right, when we include the discretionary contract portfolio, it does skew the data and it looks very different.

And I'll just sort of read off again just some information that the MOX team tracks.

So for fiscal year twenty twenty four for the human service cycle times for just for the discretionary contracts the median cycle time was three thirty seven days.

When you take the discretionary contracts out of that, the median amount of days drops to two twenty eight.

And when you look at, we do some of this by heat maps.

For fiscal year twenty twenty four and 2025 if you just look at discretionary contracts, we are looking at numbers in the 91% range.

But if you take the discretionary contracts out of the fiscal year twenty five contracts, we're about 54% on time and then for the fiscal year twenty four we're 73% on time.

And with just to aging's defense for fiscal year twenty twenty five they were at a % on time registration for their contract portfolio.
