Council Member Stevens inquires about DYCD's contract management capacity, given their large portfolio of 1,639 contracts in FY 2022. Deputy Commissioner Halbridge explains that DYCD has about 160 budgeted headcount across various units for contract management, with approximately 80% of positions filled. He notes they recently received approval for 40 additional staff.

  • DYCD manages the largest human service contract portfolio among city agencies
  • Staffing ratios vary across different teams, with some handling 50-100+ contracts
  • The agency is actively working with city officials to ensure adequate resources

So I have a question, a couple more questions for DYCD.
2:42:11
DYCD manages a 1,639 contracts for FY 2022 which is includes the largest human service portfolio agency.
2:42:20
How many staff currently are dedicated to management managing the DYCD contracts?
2:42:24
And do you believe the agency has significant capacity to handle this workload effectively or additional resources or staffing needed to meet the demand and for the delays?
2:42:32
And what is the average case load per staff person on the contracting team, and how does that compare to staffing ratio in other large city agencies?
Jeremy Halbridge
2:42:41
Thank you, chair Stevens.
2:42:43
At a high level, it it is a bit of a nuanced question.
2:42:47
Right?
2:42:47
There are number of divisions and units that we've that work together for contract management.
2:42:53
That said, in aggregate, it is about 160 budgeted headcount across fiscal procurement, legal, and our discretionary units.
2:43:04
And as you know, we are the agency with the largest number of discretionary contracts from city council.
2:43:11
Approximately 80% of that 160 are on board.
2:43:15
As mentioned earlier, Executive Director Sadio and myself earlier, we did just get approval from OMB for approximately 40 heads in those units to bring them on board, and so we are bringing them on board.
2:43:29
Ratios is a little bit hard, right, because they're doing different parts of different The discretionary team, it can be anywhere from 50 to 100 or higher.
2:43:39
It depends on when the awards are cleared.
2:43:41
It depends on and that sort of goes through the process, just discretionary, but for contracts that we have, and we split them up in parts.
2:43:49
But we actively are looking through our resources and working with Director Yu and Executive Director CEO and of course city hall and OMB to ensure we have the resources to do what we need to do.
