Introduction December would codify mocks as a department to reflect the importance and scope of the agency's jurisdiction over public contracts which account for expenditures amounting to roughly one third of the city's budget.

The commissioner of the department would serve as the city chief procurement officer and be responsible for ensuring the department carries out the functions currently performed by MOCs.

We believe that codifying mocks as a department in the city charter will better set uniform practices in procurement, contracting, and payments and assist the agency with performing oversight of mayoral agency procurement and contracting while strengthening enforcement of applicable laws and policies.
