Speaker Adams expresses disappointment in the lack of progress from the mayor's administration in addressing late payments to nonprofits.

  • References the joint task force started in February 2022
  • Cites a comptroller's report showing that 90% of contracts with nonprofits were registered late
  • Emphasizes that organizations have no certainty about when they'll receive necessary funds
  • Stresses the need for reforms to address the ongoing crisis

Despite the task force's recognition of challenges and the stated commitment to address them, we've not seen enough meaningful improvement from this administration.

In fact, a report this year by the comptroller's office noted that in the most recent fiscal year, nine in 10 contracts with nonprofits were registered late with almost 40% of human services contracts not being registered for more than one year.

What this means is that organizations reliant on city funding have no certainty as to when or if they'll receive the necessary funds to pay staff and keep their lights on, even though they've already fulfilled their responsibilities and provided services.

For the health and stability of our city and residents, we cannot allow this to continue without reforms.
