For one, we find out at Schedule C who's getting the awards.

Two, throughout the year there are transparency resolutions that further clarify it of course.

And so if you're a city agency, you're finding out in the fall who is getting the funding and months into the services provided.

And if you're a nonprofit provider, you're like, I got a contract that started on July 1, or I was told I got it, am I supposed to start?

And then you have a situation where the registration process takes forever because we treat it as if it was a competitively bid millions of dollar contract, but it's not.

And so for us, we want to treat them like the grant that they are and be able to when you tell us they're getting this funding, we can move forward and go into an agreement and get them paid immediately.
