  • Officials report that over 93% of fiscal year 2025 COLA funding had been received and approved by city agencies as of December 16, 2024
  • A show of hands from nonprofit representatives present reveals that very few have actually received their processed COLAs
  • The discrepancy between reported approval rates and actual receipt by nonprofits is highlighted

Can you also give me a status on what's happening with the COLAs for all these nonprofits?
2:37:14
And I remember last hearing we had issues with the COLAs causing even further delays in processing their contracts.
2:39:07
Can I just see a show of hands from the folks who are here to testify from nonprofits?
2:39:11
How many of you have had your cost of living adjustment processed and received from the city of New York?
2:39:19
Literally nobody.
2:39:20
Oh one, two, two people.
2:39:22
Two.
2:39:22
Oh okay.
2:39:24
Partial.
2:39:26
Partial.
2:39:28
So I really want to make sure that as we have done a lot of victory labs about the cost of living adjustments that these are actually being processed and we're paying folks.

Great question.
2:37:27
Director Yu will give some statistics here in a minute, but I think you're spot on that we were very proud of the investment that this administration made last year, a $741,000,000 to the workforce, extremely important to us for a variety of reasons.
2:37:44
And as you probably know, and I'm sure Chair Stephens knows given her expertise, that that announcement then translates for our public servants at the agencies and in the nonprofit providers into an often, know, byzantine dance of doing a budget modification to apply that to the actual contract.
2:38:02
So I think a lot of work has happened with that and I know a lot of our agencies are in constant dialogue with our provider partners and I get questions on this and I'm happy work with the chief nonprofit officers, but I don't know if you wanna add in direct to you.
Kim Yu
2:38:16
Yes.
2:38:16
I just wanna share some numbers just to contextualize this a little bit.
2:38:20
So in fiscal year twenty twenty five, the city worked to get COLA funding to providers through an increased 30% budget advance.
2:38:30
And then June 2024, a gov delivery message was sent to six zero two providers with non discretionary fiscal year 2025 actions, alerting them their agencies would reach out by July 1 with COLA templates to confirm eligible contract funding and next steps.
2:38:49
A follow-up was later sent on June 21 that concluded comprehensive FAQ resource.
2:38:55
As of 12/16/2024, over 93% of fiscal year twenty twenty five COLA funding had been received and approved by city agencies.
