Sharon Brown provides testimony criticizing non-profit shelters and expressing her views on prioritizing contract payments. She argues that shelters perpetuate homelessness and should be defunded, while emphasizing the need to prioritize payments to Jewish organizations.

  • Brown suggests that real essential services should focus on providing individuals with their own homes rather than shelter beds.
  • She expresses satisfaction that some contracts are not being paid out, viewing it as an opportunity to reevaluate service provision.
  • Brown criticizes the long-term use of shelters, citing an example of a person living in a shelter for five years without the contract being paid.

Hello.
4:30:22
My name is Sharon Brown.
4:30:23
Before I begin, remember Israel released the hostages,
4:30:28
go defend Israel.
4:30:32
I'm prefacing it.
4:30:34
Okay, the not for profit shelters are abusive and perpetuate homelessness, so I think they should be defunded.
4:30:46
The contracts are not being paid out and this is a good time to look at what services are being provided and if they are actually essential.
4:30:58
So an essential service is a home of your own, not a shelter bed along with 20 other women, 30 other women, 20 other men, 30 other men.
4:31:13
That's not an essential service.
4:31:16
That is abusive.
4:31:17
We need real services.
4:31:20
I am happy the city is not paying out on many of these contracts.
4:31:25
The only ones I am not happy about, we need to prioritize the payouts for the Jewish organizations.
4:31:32
We need to make sure the Jewish community is well taken care of considering the holocaust people are calling for new holocaust and things like that.
4:31:41
We need to always make sure the Jewish community is well cared for.
4:31:46
Their contracts need to be paid out first and in priority status as emergency status, but a shelter is not an essential thing for essential service.
4:31:59
Someone being taken to an apartment, to a house, to get a home of their own, that's essential.
4:32:07
After school services for children, that's perfectly fine.
4:32:10
We would want those to be paid out, but someone keeping people in a shelter bed.
4:32:17
Some people haven't been paid for five years for a shelter.
4:32:21
A person has lived in a shelter for five years.
4:32:25
That's sad that a person I just want this last thing.
4:32:29
I just want to reiterate it.
4:32:30
A person has lived in the shelter the same amount of time the contract has not been paid.
4:32:37
That means the service is not essential.
