Council Member Farah N. Louis introduces two pieces of legislation aimed at protecting the health and safety of women and girls in New York City. The first bill requires annual trauma-informed training for DYCD and ACS staff to identify and support sexually exploited youth, while the second calls on the state to pass the Beauty Justice Act to ban harmful substances in personal care products marketed to Black women.
- Intro December focuses on training staff who work with vulnerable youth, including those in foster care, homeless youth, and LGBTQ+ youth.
- Resolution 861 addresses the public health crisis of toxic chemicals in beauty products marketed to Black women, which have been linked to cancer, infertility, and poor maternal outcomes.
- Louis encourages her colleagues to support both pieces of legislation.

Today, I'm introducing two pieces of legislation to protect the health and safety of women and girls in our city, especially those who are often overlooked and underserved.

The first bill builds on this year's powerful joint hearing on youth and human trafficking chaired by council member Althea Stevens in January.

Intro December will require all DYCD and ACS staff for direct youth contact to complete annual trauma informed training to help identify and support sexually exploited youth, Many of whom are black and brown girls under the age of 24.

Our foster homeless and LGBTQ plus youth are some of the most vulnerable in our care and this bill ensures that those responsible for them are well trained to recognize and respond to signs of exploitation.

My second Resol eight sixty one calling on the state to pass the beauty justice act.

Far too long many products marketed to black women by big corporations, lotions, hair relaxers, cosmetics and more contain toxic chemicals linked to cancer, infertility and poor maternal outcomes.

This social justice issue has long been a long overlooked public health crisis.

New York must join other states in banning harmful substances and personal care products and affirm every woman's right to safe non toxic options.

These bills will serve our youth and every woman in New York City trying to protect their health and well-being that too often disregard that's too often disregarded.

I encourage my colleagues to sign on to these pieces of legislation.
