Council Member Selvena N. Brooks-Powers introduces and expresses support for Intro 23, a bill aimed at increasing transparency in the city's engagement with Minority and Women-Owned Business Enterprises (MWBEs) in the procurement process. She emphasizes the importance of equity and inclusion in city contracting.

  • The bill requires the comptroller to publish an annual report on MWBE contracting.
  • The report will break down contracting dollars by agency, industry, contract value, and ethnic and gender categories.
  • Brooks-Powers argues this will help identify progress and persistent barriers in the procurement process.

The city of New York has a moral obligation to ensure that its procurement process reflects the diversity of our communities and provides equitable opportunities to those who have historically been excluded from public contracting.
0:03:09
This legislation requires the comptroller to publish an annual report showing how much of our city's contracting dollars are awarded to MWBE's broken down by agency, industry, contract value, and ethic ethnic and gender categories.

This level of detail will help identify where progress is being made and just as importantly where barriers still persist.
0:03:35
By increasing visibility into our procurement practices, we empower agencies, advocates, and MWBE's themselves with the information needed to push for meaningful reform.
0:03:47
This is a step toward accountability and toward creating a procurement system that truly reflects the values of equity and inclusion.
