Helen Fang from Flushing testifies about the need for better regulation and enforcement of street vending licenses. She proposes a system similar to driver's licenses, where violations result in fines and potential license suspension.
- Suggests that suspending licenses of frequent violators would create opportunities for those waiting for licenses
- Argues that the increase in vendors reflects actual community needs and economic development
- Raises concerns about veterans renting out their vending licenses at high prices instead of using them personally

So Helen Fang is my name.
4:27:37
I'm from Flushing.
4:27:39
So how are you?
4:27:41
There are two main points I want to talk to you about.
4:27:52
So vending needs control just like a driver needs a license.
4:27:58
So that's only natural.
4:28:04
So if you violate with your license, then you get a deduction, you get a fine if you have a license.
4:28:16
And if you violate enough and got enough points, your license might be suspended.
4:28:25
So I feel that's very effective.
4:28:31
Just like vendors like us needs license permits as well.
4:28:49
And if someone violates just like the situation that's described before, If they have enough violation, they should be suspended just like the example I gave before.
4:29:11
So this way, it would make more rooms for the people behind, speed up the people that's behind in the line.
4:29:26
And it does not conflict with giving out commercial licenses.
4:29:32
Both can be done at the same time.
4:29:38
And the reason that recently there's more and more vendor rather than less is actually a reflection of the needs of the actual needs in in in the community, in the society.
4:30:01
So that's just a natural pathway of the economic development.
4:30:11
Vendor did not decrease in number only because just because there's more execution of the of the of of by the police.
4:30:29
is the government stay in place in the middle of this contradiction?
4:30:45
So I think it's just very normal to give out licenses, permits, and if they violate it, then they should be fined and given points.
4:30:57
To me, it's just very normal, natural.
4:31:02
The other point I want to make is about license for veterans.
4:31:15
So this is a benefit for people who contributed as veterans after they retired to make a living for themselves.
4:31:30
And, however, not for them to use it as an opportunity to rent out the license that they have at an exuberant price.
4:31:49
They don't really care how much people who rent the license from them Okay.
