The council member questions the discrepancy between DSNY's $36 million estimate and the council's $10.7 million estimate for implementing the reimbursement system. The Acting Commissioner breaks down the cost assumptions for DSNY's estimate.

  • DSNY's estimate of $36 million is based on the number of eligible households enrolled in STAR or e-STAR programs.
  • The estimate includes costs for bin distribution, reimbursement processing, and administrative expenses.
  • The Acting Commissioner provides a detailed breakdown of the costs, including $20 million for bin distribution alone.
  • The discrepancy between DSNY and council estimates is significant, highlighting the need for further discussion on budget allocation.

So DSNY expressed concerns that implementing the reimbursement system would cost 36,000,000.

What assumptions inform this projection and how does it differ from the council's $10,700,000 estimate?

So we're still evaluating the cost impact, but just to give you a sense of what some of that estimate came from is that there are currently 265 a little over 265 eligible households that are one to two family homes that are enrolled in STAR or e STAR.

over a 64 of those are one family homes, so we make an assumption that they would receive one forty five gallon bin, which costs $54.60, so that is $9,000,000.

And then a little over a 1,000 are two family homes.
1:40:33
We assume they would receive two bins each at the same cost, and that would be $11,000,000 So that alone is $20,000,000 And then when you factor in the reimbursement piece and the cost to stand up an application and staffing is where we come up with upwards of 34,000,000 was our estimate.
