Council Member Mercedes Narcisse engages in a Q&A session with DOT officials, focusing on street resurfacing in her district, particularly in areas like Garrison Beach, Canarsie, and Flatlands. She also inquires about sidewalk maintenance funding and the increased costs of materials.

  • DOT officials explain their process for prioritizing street resurfacing and offer to inspect specific areas of concern.
  • The discussion covers issues with water pooling after resurfacing and the engineering considerations involved.
  • Additional funding for sidewalk maintenance is clarified as being allocated to cover increased costs of steel and concrete.

Thank you, chairs, and thank you commissioner, and your team has been great with us, but we have some questions here that I want to iron out.
1:50:07
Many streets in my district especially in Garrison Beach remain in poor condition despite recent infrastructure work.
1:50:15
Residents regularly raise safety concern about deteriorating pavement and the lack of timely resurfacing.
1:50:24
Given the $40,000,000 funding gap for resurfacing citywide, how does DOT plan to prioritize neighborhoods like mine, Garrison Beach, Canarsie and Flatlands area that are still experiencing major street quality issues.
1:50:43
That's one.
1:50:44
What is the timeline and criteria for addressing resurfacing needs in areas that have already undergone capital upgrades but still face persistent problems.
1:50:57
My time is limited so I'm gonna ask a lot of questions.
1:50:59
Sidewalks.
1:51:00
The executive plan includes additional state funding 2,600,000.0 in fiscal twenty twenty five and 1,500,000.0 baseline starting in fiscal twenty twenty six for course escalation related to the sidewalk inspection and management program.
1:51:16
What will this additional funding support?
1:51:19
How was the funding amount determined?
1:51:22
What are the current course of the materials to maintain sidewalks?
1:51:27
Have they increased significantly in the past few years?
1:51:32
And if so, what is the new course and why?
1:51:37
I know it's a live question.
1:52:26
I appreciate that.
1:52:34
Yes, speech.
1:52:51
And on that note, a lot of the street pavement or resurfacing done and very quickly a few probably months later the water is not channeling to the catch basin and you have a lot of water puddled.
1:53:06
What's going on with the engineering factor?
1:53:09
How you puddle things based on the height and the Correct.
1:53:30
Thank you.
1:53:32
And the capital budget Sidewalks.
1:53:34
The sidewalks?
1:54:02
And how that determined you said?
1:54:06
last Difference in price.
1:54:07
Okay.
1:54:09
Alright.
1:54:09
Thank you, chairs.

1:51:39
Can't
Margaret Forgione
1:51:39
Thank you council members.
1:51:40
So responding to the paving questions, if you have any streets in your district and goes for all the council that you are concerned about that we have not already informed you are planned in our upcoming paving program.
1:51:53
If you let us know, we'll inspect them right away, and we'll let you know if we believe that they meet criteria for paving and when we can get them paved.
1:52:01
So as you all know, have an allocation per community board.
1:52:05
We very carefully, fairly allocate the miles based on the number of lane miles in a community board, and we make sure we're rotating throughout the year so that every year, every community board gets something.
1:52:18
So we would like to sit down with you and go through any streets you have of concern and then talk about the bigger board and what it is that we have planned.
1:52:25
But we will make sure we get that done.
1:52:28
And then if you get us more specifics about a location where capital, if I understand correctly, capital
1:52:35
Okay, has taken place.
1:52:36
However, there still are issues.
1:52:37
Maybe it's ponding or something else of that nature.
1:52:41
So we'd like to talk with you more about understand with our partners at DDC if something was not done exactly correctly and if there's an opportunity to have that corrected.
1:53:13
So every time we resurface a street we are mindful of how to make sure water gets to the curb and then funnels its way to the catch basin.
1:53:22
If there's any location that's a problem there are ways that we can try to rectify that.
1:53:27
So please let us know what those locations are.
Paul Ochoa
1:53:35
Yeah.
1:53:35
I'm happy to talk about the sidewalks.
1:53:37
The $4,700,000 that we got was just to cover the higher cost of steel and concrete to maintain same level of operations.
1:53:46
So we buy concrete and steel every year.
1:53:49
This this year came in higher than what we were budgeted for.
1:53:53
Mhmm.
1:53:53
So we worked with OMB and the administration to make sure that we had just a shortfall to keep at the same levels as last year.
1:54:04
So it's just the difference of price from
