Council Member Yusef Salaam questions the Department of Parks and Recreation's plan to scale up climate-resilient efforts across the five boroughs, particularly in flood-prone areas, given the limited federal funding allocated for green infrastructure stormwater management. Commissioner Sue Donoghue provides a comprehensive response on the department's approach to climate resilience and green infrastructure.

  • Donoghue emphasizes that climate resilience is considered in every capital project
  • She mentions 65 ongoing construction projects that include green infrastructure elements
  • The commissioner highlights a $1.4 billion resiliency project on the East Side of Manhattan
  • Donoghue clarifies that the department isn't reliant on federal money for green infrastructure, as it's an imperative in all their projects

And I wanted to ask about green infrastructure and climate resilience.
3:58:00
With only $690,000 in the federal funds allocated for green infrastructure storm water management, what is DPR's plan to to scale up climate resilient efforts across the five boroughs particularly in parks located in flood prone areas?
Sue Donoghue
3:58:16
Thank you for the question and it's something that we think about in every single capital project.
3:58:22
We have an enormous number of green infrastructure projects right now in construction.
3:58:28
I think it's 65 different projects right now in construction that include green infrastructure elements.
3:58:33
We work very closely with DEP on including green infrastructure and working together.
3:58:40
I just came from this morning from an enormous resiliency project on the East Side Of Manhattan.
3:58:45
I was at the at the park East River Park, which is a $1,400,000,000 resiliency project to make sure that we are protecting that neighborhood from the impacts of climate change.
3:59:00
Really, every single project we do, we're thinking about and we're measuring what is gonna be the increase in impervious surface?
3:59:09
How are we addressing?
3:59:10
How are we making sure that we have the greenery, the trees, the infrastructure, the green infrastructure, the drainage that's going to help us deal with the impacts of climate change?
3:59:19
I can tell you that in every single project we do, we're thinking about the green infrastructure elements.
3:59:25
Our funding that we have at present, over $10,000,000,000 in capital funding, There are green infrastructure projects throughout that.
3:59:36
So we're not reliant on federal money for that.
3:59:39
That's that is, you know, an imperative in all of our program, in all of our projects that we're doing.
