Council Member Brooks-Powers inquires about the implementation of Intro 906-A, which requires the creation of off-street parking for tractor-trailers. DOT First Deputy Commissioner Margaret Forgione provides updates on the progress.

  • DOT has implemented an overnight truck parking pilot with three on-street locations
  • The department is now focusing on off-street parking options, exploring city-owned properties
  • There is no current estimate for funding needed to build municipal lots for overnight parking
  • Council Member Brooks-Powers expresses concern about the lack of concrete plans, given the end-of-year deadline

Thank you for that.

Tractor trailer overnight parking on 09/28/2023, the city council passed intro nine zero six a which requires the city to create off street parking for tractor trailers.
1:07:31
The bill requires DOT, DCAS, and DCP to coordinate on creating off street commercial parking in at least three locations by 12/31/2025.
1:07:42
What off street commercial parking has DOT created due to the enactment of this legislation?
1:08:16
parking Yes.
1:08:16
That's what I'm talking about.
1:08:36
So the three locations you speak are are on street parking but I'm talking about off street which the law require is calling on DOT, DCAS and DCP to coordinate that and this needs to be created by the end of this year.
1:08:53
So what off street commercial parking has been created since its enactment which was like almost two years ago Yes.
1:09:15
Can you please provide an update on the timeline for implementation and the steps DOT has taken in conjunction with the other city agencies so far?
1:09:37
How much funding does DOT estimate it would need to build municipal lots to alleviate overnight parking congestion and illegally parked trucks?
1:09:51
will say I am concerned that you don't have an estimate for it considering that three locations are supposed to be established by the end of this year, we're going into fiscal twenty six, we're in the executive budget right now and the agency does not have an answer.
1:10:05
So it'll be really good to get that quickly.
1:10:28
No.
1:10:29
I'm talking about the implementation of intro nine zero six a that was passed by the council in 2023.
Margaret Forgione
1:07:50
Okay.
1:07:50
So chair, so as you're aware we did begin our overnight truck parking pilot.
1:07:55
In March, we announced the three locations that we have, one in Brooklyn, One in The Bronx, and one in Queens.
1:08:01
Those are currently underway, and we're seeing that the trucking industry is beginning to go to these appropriate locations to park overnight.
1:08:10
I don't know if you were referring to a municipal lot or like an off street
1:08:16
Right.
1:08:17
So we we do not provide parking lots for trucks off street.
1:08:23
We are collaborating very closely with EDC and other agencies, finance and sheriff, to discuss what options there are available to the trucking industry.
1:08:32
But we're very proud in the short run we've gotten these other three locations off the ground.
1:09:01
So we are now that we've gotten the on street off the ground, we are looking more closely at the off street and we're starting by looking at any city owned properties around the city that we might be able to utilize for this.
1:09:24
So we have been meeting with them carefully and frequently to start executing both the on street and the off street locations and we can get you a more detailed follow-up to that.
1:09:47
We don't have an estimate for you at this time.
1:09:50
I

Share.
1:10:12
I I have to get back to you on what you say about sorry.
1:10:16
On the building piece.
1:10:18
Which And you're talking about that that the concern that the agency doesn't have the dollar to build a garage for truck.
1:10:27
Right?
1:10:27
Is that what you're saying?
1:10:36
Okay.
1:10:37
We have to get back to you.
