Council Member Brooks-Powers questions the commissioner about repeated delays in the Arverne East project's Article 11 exemption from HPD. She emphasizes the importance of the project and its community benefits, requesting a rationale for the delay and a commitment to a timeline for closing this year.

  • Project initially slated for June, then pushed to December, now uncertain
  • Community benefits at risk due to developer absorbing costs without clear timeline
  • Importance of HPD's commitment to projects approved through ULURP process

Thank you, and hi commissioner.
1:17:28
Good to see you.
1:17:29
The Arvin East project in my district has repeatedly seen delays for the article 11 exemption from HPD.
1:17:36
At first the project was slated for this June then it was pushed back to December and now we are hearing that it may not even be closed in December.
1:17:46
Without this exemption the developer will not be able to open critically needed community benefits as a part of this project or keep open rather and can HPD provide a rationale for this delay and commit to a timeline this year for the closing and I just want to color it by reminding you that at the time then Commissioner Carry On came out to Rockaway for an elaborate press conference for the opening of a community space.
1:18:16
L and M had put the community benefits on the front end of that housing development and has been as a result absorbing the cost.
1:18:29
But they are unable to go too much further in absorbing that cost without a clear timeline for closing.
1:18:39
And you know this is something that we've often emphasized especially when we go to the ULURP process through the land use committee and wanting to make sure that we're pushing forth like projects that HPD is committed to seeing in its fruition especially when we're talking about wanting to create housing.
