Council Member Eric Dinowitz inquires about the allocation and disbursement of $80 million in state funding for the Mitchell-Lama program. Commissioner Ahmed Tigani and Deputy Commissioner Gardea Caphart explain how this funding will be integrated into existing preservation efforts.
- The $80 million state allocation will complement HPD's existing preservation term sheets
- HPD's preservation capital budget for FY '26 is $543 million, with $5.9 billion allocated over the ten-year financial plan
- The state funding will help advance more projects than would have been possible with HPD's preservation dollars alone
- Dinowitz emphasizes the urgent need for funding to support deteriorating Mitchell-Lama buildings in his district
- The exact process for utilizing the state funding is still being discussed with state officials

I want to ask again on behalf of the chair just a couple of questions about Mitchell Lomas.
1:49:05
Eighty million dollars in the state budget was allocated for Mitchell Lomas.
1:49:09
Can you please describe your plans to disperse this funding to the areas that need it?
1:50:06
And there's and and so you already have you're just kind of folding it in.
1:50:09
It's already part of an existing program, so there's no barriers to starting to spend down any of this $80,000,000?
1:50:41
Okay, good.
1:50:42
I think it'll come as no surprise coming from me that so many of our Mitchell Llamas are falling apart.
1:50:50
Some of them city run, some of them state run, but that is funding that that could be provided to support for them.
1:50:55
Of course, I've mentioned on this hearing before, this committee before, Tracy Towers, Kennen Heights, Orloff, Reservoir, all of the veterans housing in Woodlawn, all of these have significant capital needs.
1:51:08
So so of course, for the on behalf of those residents, I'm extremely interested in making sure this money is unlocked.
Ahmed Tigani
1:49:14
So that is money that we will hopefully complement after understanding what the requirements are and what the process will be with the state with the money that we have in our own preservation term sheets.
1:49:29
Think, Gardia, can you go through
1:49:58
And so the 80,000,000 would go and help us try to advance more projects than we would have otherwise with our preservation dollars.
1:50:16
The question still remains, and we still have to discuss with the state, how generally the state money that's been allocated will move forward.
1:50:23
As mentioned earlier, the legislation involves discussing with the state budget director and the commissioner of HCR.
1:50:32
And so those are conversations we are gonna move forward with.
1:50:35
But also said earlier, we have a pretty long history and established success with being able to work together.
Gardea Caphart
1:49:31
Yeah.
1:49:32
So for the Mitchell Loma program, it's funded under our preservation program, and for preservation capital, the capital budget that funds that program for FY '26, we have close-up of $543,000,000 dedicated to preservation programs.
1:49:47
And over the course of the ten year financial plan for preservation, we have close-up of 5,900,000,000.0 and Mitchell Amendt is included in that as well.
